In the year 1957, the Government of India constituted a committee under the chairmanship of Balwant Rai Mehta to examine the work done by the Community Development Program and the National Extension Service and to suggest ways to make them work better. He submitted his report and talked about democratic decentralisation which finally came to be known as Panchayati Raj system.
