Explanation

After a 10% discount, the price becomes Rs. 5000 × 0.9 = Rs. 4500. Let the second discount be x%, so Rs. 4500 × (1 - x/100) = Rs. 3150. Solving, (1 - x/100) = 3150/4500 = 0.7, x = 30%. Thus, the correct answer is 30 percent.
