  2. BBoth arguments I and II are strong
  3. COnly argument I is strongCorrect
  4. DOnly argument II is strong

Answer: C. Only argument I is strong

Explanation

Here issue has been raised regarding tax paying. First argument is strong. Because without getting tax from public, government can't work for the basic need of public (like road, water etc..) and social work (like subsidy) for required person. So It is necessary to pay tax. Since the government provides certain functions to the common man , it is imperative that the government would need funds for it. The second argument is weak.
