The note has to name the State in which forest cover accounts for the greatest proportion of the State's own geographical area, since the department proposes to open its farm forestry campaign there and the opening paragraph rests on that proportion. The draftsman is expressly cautioned that the State standing rst on this measure is not the State carrying the largest forest area in absolute terms, which is a wholly di erent State and appears elsewhere in the same note, and that the two must not be interchanged. He is therefore to work out, for each State in the statement, the forest cover as a percentage of the geographical area of that State, and to enter against the campaign the State whose percentage is the highest of the ve. Nothing in this argues for (20) the requirement, which exists for reasons that have little enough to do with the applicant before the counter and a great deal to do with what is done through accounts opened in other people's names. It argues rather for proportion: that the proof demanded should answer to the risk the account actually carries, and that a small account, opened for small sums and capped at them, should not be asked to (21) a burden of proof which was designed for a large one.
