Each floor has 2 flats: flat-1 and flat-2 (flat-2 is in east of flat-1). Only one floor is between U and V but both live in the same flat number. S lives immediately west to V. No one lives on the east of U. Q lives below the floor on which P lives but not in the same flat number. Q lives in an even numbered flat and on an even numbered floor.
